The answer is NO. Unless they are listed in the IAB global list – http://advertisingconsent.eu/transparency-consent-framework-global-vendor-list/. For the most part most of your ad tech and advertising partners will be listed. If not, you run the risk of non-compliance.

Google is expected to announce its inclusion in the list in the coming weeks. We are set up to cover all Google products once they have entered the IAB Tech Framework.
